This liquid eyeliner from ZAO may not be 100% plastic free but it is refillable, you keep the bamboo case and refill just the plastic bottle on the inside. This bottle may be plastic but it is easily recyclable and much better than replacing the whole thing.

You keep the felt tip applicator and wash between refills.
